Hong Kong, 1997: With many arrests, but brute methods, Inspector Jun Ma (Donnie Yen) is notorious among his colleagues in the department. In his latest case, he comes across a Vietnamese drug gang that has been terrorizing Hong Kong for a long time. His partner Wilson (Louis Koo) infiltrates the organization as an undercover agent, but his true identity is revealed, whereupon the gang begins a merciless campaign of revenge. In order to put an end to the bloody goings-on of the drug pushers, Ma takes the law into his own hands.
